The project is located in Pinggu District and Binhe heating plant is located in the original site of Binhe heating plant, 100 Customs and Excise Department South Street.

The planned total heating area of Binhe heating Plant is 5.42 million square meters. The heating range is to the south of Yingbin Road and Xinping North Road, to the east of the River and to the west of the River.While retaining the original 5 × 64MW coal-fired boiler, the raw coal storage was transformed into a gas-fired boiler room, 4 × 70MW gas-fired hot water boiler and 4 × 13.67mw gas-fired heat pump unit were installed. The water system was connected to the original coal-fired boiler water system and a new flue gas system was set up. Its total investment is 144 million.

It began to construct in June, 2018 and was completed in October of the same year.

This project is a large comprehensive heating project to undertake the main winter heating task in Pinggu. It is of great significance for the construction of "green Beijing" and the improvement of the local atmospheric environment in Pinggu. At the same time, the project has applied many domestic leading technologies, such as waste heat recovery, low nitrogen emission and flue gas whitening.
