In order to speed up the progress of “coal cleaning and nitrogen reduction" and further improve the air quality, Pinggu District has carried out “coal to gas" upgrading and renovation of Binhe Heating Plant. The renovation project would add gas boilers and supporting pipeline equipment on the basis of keeping the original coal-fired units as backup heat sources. The supervision department of BUGET has taken over the supervision work of the gas discipline.

The project include: sub high-pressure A pipeline in front of the regulator station, one DN400 sub high-pressure electric single-tube single-valve concrete valve well; one DN500、DN300 electric double-tube double-valve concrete valve well; one sub high-pressure A skid-mounted regulator station and one boiler room (including 4 sets of 280MW heating boilers and 4 sets of 55.6MW gas heat pumps).

According to the characteristics of the project, the supervision shall focus on the supervision of deep foundation pit operation, aerial work, hoisting operation, equipment power consumption and other processes with large potential safety hazards, and the whole process could be site supervision.

Due to the late start of the gas part, less than a month before the heating season, the construction period is relatively tight and the space of the construction site is limited. At the same time, it is necessary to ensure the material transportation channel. The construction cannot be excavated in large area, which makes the construction period even worse. Heating is a political task. Safety is the most important. It is necessary to scientifically and reasonably arrange the construction plan and make full and effective use of every minute to guarantee not only the construction period but also the safety. The personnel of the supervision department and the constructors are working on the frontline side by side day and night, working overtime, coordinating and solving any problems encountered in the construction process at any time, without causing any slowdown, planning in advance according to random changes in order to ensure the implementation of the construction period.

Due to the tight construction period, narrow construction site and many cross-operations, deep foundation pit work, aerial work, hoisting work, fire and electricity work are carried out at the same time, with many potential safety hazards and great difficulty in safety management. Strict control of unsafe factors is still the top priority. We strictly and firmly establish the working concept of " safety first, more important than Mount Tai", monitor multiple working aspects and potential safety hazards at any time, and prompt to stop unsafe behaviors all the time. In order to prevent the situation from deteriorating, we should start with minor matters and the source, and finally complete the supervision task safely and steadily with good quality and quantity.
